Not to be rude, but i’m seriously amazed people as naive as you exist. How on earth would anyone seriously think that they would win a lottery and THEN be charged fees for winning? A lottery means they are giving you money! Therefore them charging is totally contradictory to the very definition of what they should be trying to do!
In short: no. It’s not real. A total scam. Everybody gets those emails showing up in their spam folder everyday. Don’t be so gullible in the future

I don’t think folks understand that this is the Electronic Diversity Visa Lottery.
With that said, this may or may not be a scam. Did YOU apply for the DV Lottery?
According to the site below, you are supposed to check back at the main site after May 1st. That’s what makes me lean towards this being a possible scam.
Check the site below, and consult an attorney before you send any money.

This is 100% a SCAM and you are at least the 20th person to post on Y!A about this. This is NOT how the DV lottery works
1 – If the email is not from @state.gov you are NOT dealing with the US Department of State
2 – If you did not enter the lottery on this site http://www.dvlottery.state.gov/ in October 2010 you did NOT enter the lottery. That is the ONLY official site. This sounds like you entered your details on one of the thousands of fake sites
3 – Winners are not notified until 1 May 2011
4 – Winners are NEVER notified by email. If you are successful, you receive a package in th MAIL to the home address you entered on your application at http://www.dvlottery.state.gov/
5 – You NEVER send money to anyone and the US government DOES NOT accept Western Union or Moneygram. You pay when you go to the embassy for your interview
6 – Why would you ever send money to anyone in the UK if you won the US lottery?????
    Delete this

I don’t recommend for anybody to send money to this baseborn. For sure he is sending hundreds of such e-mails, and out of that there are at least 5% and maybe more of pinheadeds and adventurers who fall as victims, but no injury as he sold them “hope” and “congratulations” .

      Dear Mr Mehdi Hassan
Please read the following very carefully:
Diversity Visa Scammers Sending Fraudulent Emails and Letters

The Department of State, Office of Visa Services, advises the public of a notable increase in fraudulent emails and letters sent to Diversity Immigrant Visa (DV) program (Visa Lottery) applicants. The scammers behind these fraudulent emails and letters are posing as the U.S. government in an attempt to extract payment from DV applicants. Review the procedures for the DV program provided below, so that you know what to expect, when to expect it, and from whom.

Refer to the additional fraud warning information below, as well as frequently asked questions about fraud protection for more information.

      Overview

      Entry Status Check
Lottery Selectee Notification and Next Steps
      Qualifying Occupations
      Diversity Visa Program Results
      Rewards for Justice
      Additional Resources
      Overview
The congressionally mandated Diversity Immigrant Visa Program makes available up to 55,000 diversity visas (DVs) annually, drawn from random selection among all entries to persons who meet strict eligibility requirements from countries with low rates of immigration to the United States.

      Fraud Warning
Fraudulent websites are posing as official U.S. government sites. Some companies posing as the U.S. government have sought money in order to “complete” DV entry forms. There is no charge to download and complete the Electronic Diversity Visa Entry Form. To learn more, see the Department of State Warning and the Federal Trade Commission Warning.

The Department of State does NOT notify successful DV applicants by letter or email. Entrants can check the status of their entries, as explained below, by returning to the website at http://www.dvlottery.state.gov to find out if their entry was or was not selected.

      Entry Status Check
DV Program for 2011: Entrants who completed online DV-2011 entries through the official website were able to check the status of their entries at http://www.dvlottery.state.gov from July 1, 2010, until June 30, 2011. Entry status check has ended. To review instructions for DV-2011 entrants and selectees, see Instructions for the 2011 Diversity Visa Program.

DV Program 2012: From July 15, 2011, through June 30, 2012, all entrants may check the status of their entry. Entry Status Check will be the ONLY means of informing you if your entry DV-2012 was selected or not. All entrants, including those NOT selected, may check the status of their entries through the Entry Status Check on the E-DV website http://www.dvlottery.state.gov. Entrants will need to use the information from their DV-2012 confirmation pages saved at the time of entry. The DV-2012 registration period was from October 5, 2010, until November 3, 2010. To review instructions for DV-2012 entrants and selectees, see Instructions for the 2012 Diversity Visa Program.

IMPORTANT NOTICE: If you have lost your confirmation information, you will not be able to check your DV entry status. We will not be able to resend the confirmation page information to you.

Lottery Selectee Notification and Next Steps
DV Program 2011: Selectees for the DV-2011 lottery were notified by mail between May and July of 2010. For successful DV 2011 entrants, the diversity immigrant visa application process is underway, which must be completed and visas issued by September 30, 2011.
